I live near here and have seen RVs parked at late hours. I can't speak to whether it is permitted nor whether they get kicked out. The parking lot is pretty ordinary but there is easy highway access. I also wouldn't say it's the quitest area but would be doable. It's by a busy road. As for anyone passing though, there is a carpool lot just East by the next or 2nd highway ramp. I've need RVs there but again, can't speak to whether that is allowed either.
